FLSTAR is overseen by a Board of Trustees consisting of individuals from participating government entities in the pool. The business and affairs of FLSTAR are managed by the Board.

J.P. Morgan Asset Management and Hilltop Securities, Inc. serve as Co-Administrators for FLSTAR. J.P. Morgan Asset Management and their subsidiaries provide investment management, fund accounting, transfer agency and custodial services for the pool and Hilltop Securities Inc. provides administrative, marketing and participant services.

Bryant Miller Olive serves as legal counsel for FLSTAR.

PricewaterhouseCoopers provides independent auditing services to FLSTAR.
